Santa Paula, CA, Water Troubles

Facing a new city manager and three new council members, the owner of a water reclamation plant in Santa Paula, Calif., has been ordered to join a dispute resolution process over its alleged failure to remove chlorides in the influent at its 3.4-mgd plant.

The new city administration wants to buy the privately financed plant, and appears to be using the regulatory proceeding to gain leverage in negotiations over price.
