Saskatchewan Revs Up P3s

The province of Saskatchewan has become a hotbed for P3 work in Canada, with a new provincial agency running four projects and the two largest cities moving on four more projects between them. The provincial agency, SaskBuilds, was set up in late 2012 and President and CEO Rupen Pandya has only been on the job since last October. But SaskBuilds just picked a preferred proponent for its first deal, and has three in procurement. It could do five or six projects a year, following a guideline that looks at projects over Cdn $100 million. The agency is preparing a 10-year capital plan for the province that gives it a chance to apply a P3 screen early in the process.
