The Ontario government has shortlisted three groups for the 401 Rail Tunnel project, part of the surface rail expansion by the provincial transit agency Metrolinx in the area around Toronto. The DBF project, with a capital budget that could run to Cdn $500 million, involves building a second two-track tunnel under the junction of two major highways, 401 and 409, in the northwest area of Toronto.
