Spain’s Toll Road Bailout Threatened

The European Union’s top competition director, Joaquin Almunia, has asked Spain to confirm that a proposed new state tollroad agency will not break EU rules for state controlled enterprises. A punishing EU benchmark for quasi-autonomous state companies that do not meet certain revenue and earnings standards adds their debt to the national deficit, which would push Spain’s budget into undesirable territory.
