In Florida, on June 22 the Hillsborough County Metropolitan Planning Organization voted 12-4 to include Florida DOT’s $6-billion Tampa Bay Express (TBX) managed lanes project in its five-year spending plan. FDOT intends to decide in the next few months which of two proposed highway mega-projects will get the green light—either an extension of the I-4 Ultimate managed lanes, or TBX. Also to be decided is whether or not the selected project will be procured under the P3 model. So says Florida DOT Secretary Jim Boxold, who notes that a key consideration on the P3 question is the availability of federal TIFIA loans.
