The Road To Salvation On The HTF

Among the awful things that the recent Bipartisan Budget Agreement did to transportation funding was to put into federal statute the requirement that all new spending must be accompanied by offsets. That makes passage of an infrastructure bank bill a heavy lift. And it complicates any solution to the crash of the Highway Trust Fund (HTF), which is now set to take a $50-billion hit one month before congressional elections next November.
