Delivered to Congress on Apr. 29, the Obama Administration’s transportation bill, the GROW AMERICA Act, largely repeats the reauthorization budget proposal submitted earlier this year, with one surprising exception—Transportation Secretary Anthony Foxx wants to give blanket approval to states for tolling their Interstates.
To the surprise of even the toll industry, the administration’s bill would allow states to toll their existing Interstate highways; it would remove most restrictions on the use of toll revenues, including for transit construction; and it would allow any state or public agency to impose variable tolls on existing highways, bridges, or tunnels for purposes of congestion management.
