The Transportation Research Board Executive Committee performed a real service to the transportation community when it requested a special study assessing the effects of the transportation expenditures under the American Recovery and Reinvestment Act of 2009, ARRA. Very accessibly written, the report provides valuable background on the structure of the program, the basic funding experience, and recommendations for any future “stimulus” program approaches. The study was conducted by an impressive committee that mixed experienced state DOT practitioners with knowledgeable economic analysts from universities, research institutions and the Federal Reserve.
