On July 22, Texas DOT received three responses to its RFP for a consulting team to “develop, structure and implement” a plan for widening a 31-mile segment of I-35 in Austin as either a concession or a $1.5-billion design-build project. A priced-based best-value evaluation will be used to select an advisory team for a three-year assignment. TxDOT’s normal group of procurement advisors will run the developer competition once a P3 or DB approach is structured.
