TxDOT’s challenge on SH 183 was to procure a key project in a way that would ensure competitive tension in the bidding. Ferrovial/Cintra has $5 billion worth of work in the corridor and will perform O&M for toll road concessions on either end of SH 183. Theirs was the only team to bid on a revenue risk concession for SH 183 in 2012, which led to the search for a better approach.
