The future of the traffic and revenue consulting business belongs to firms like C&M Associates of Texas and other independent consultants who, because of their modest balance sheets, are not a target of the class action law firms aggressively pursuing deep-pocket forecasters in Australia. There will be sufficient traffic advisory capacity to support the financing needs of the U.S. toll road market, says a veteran U.S. traffic engineer. But the vulnerability of the U.S. majors to attack on their home turf means most will withdraw from the forecasting business, which represents only a small portion of their profits, he says.
