Unequal Justice—Clean Water Act

The U.S. Environmental Protection Agency (EPA) is very powerful. Its rules apply to more than 41 million regulated entities. Under the Clean Water Act (CWA), 488,000 publicly owned facilities that discharge wastewater effluent through a pipe are regulated under the National Pollutant Discharge Elimination System, mainly by states. EPA conducts 20,000 inspections per year and states conduct 145,000.
