Virginia’s new governor in late January appointed Northern Virginia Democrat J. Douglas Koelemay as Director of Virginia DOT’s Office of Transportation of Public-Private Partnerships (OTP3).

The OTP3 office has been the most powerful P3 incubator in the country, with four projects completed, seven under construction, 10 being screened or initiated as candidate P3s, and another 10 seen as conceptual Ps. Now it has a powerful advocate, Koelemay, and a pro-business Democratic governor to shape its future for the next four years.
