Sen. Barbara Boxer (D-Calif.) this month proposed Congress adopt a five-year pilot loan program to provide low-cost, flexible loans and credit support for both Corps of Engineers projects and municipal projects regulated by the U.S. Environmental Protection Agency.

There is no decision yet of where the program would be housed, how much loan authority would be provided or how funds would be split between federal water resource projects and municipal water and wastewater projects.
