President Barack Obama on July 17 issued a Presidential Memorandum to encourage state and local governments to use the P3 delivery model to accelerate the development of public works infrastructure. The first look at the White House initiative will come on Sept. 9, 2014 when Secretary of the Treasury Jack Lew and Secretary of Transportation Anthony Foxx (or designees) will meet with federal, state, and local officials and with project developers and investors to discuss innovative financing approaches. The goal of their “Build America Interagency Working Group” is to address barriers to private investment in transportation, water, ports and harbors, communications, and energy infrastructure (but conspicuously, not social infrastructure).
