PPP developers are hoping to see a list of potential water/wastewater projects over the next few months as municipalities line up to apply for federal credit assistance in financing their capital projects under the Water Finance and Innovation Act (WIFIA).
The new federal loan window, which mimics the TIFIA credit assistance program for transportation projects, was funded by Congress as a five-year pilot on Dec. 19. Though much smaller than TIFIA, the $17-million appropriation for WIFIA credit subsidies in fy 2017 triggers a Notice of Funding Availability (NOFA) for low-interest loans that the U.S. Environmental Protection Agency (EPA) says could support $2 billion worth of projects over time.
