The city of Winnipeg has decided to use a DB for its Cdn $526-million upgrade to its North End sewage plant, with an RFP projected for May 2016. The North End Water Pollution Control Centre project will also include a Cdn $224-million biosolids facility. The city opted for the North End DB for reasons of cost certainty, risk transfer, scheduling, and because it was manageable, spokeswoman Lisa Fraser said.
The federal and Manitoba provincial governments have committed Cdn $234.8 million towards the sewage treatment plant upgrades. The rest will be paid for with cash on hand and debt.
