Woodland-Davis DBO Savings: 25%

After a three-year procurement, CH2M Hill Engineers Inc. was awarded a $141-million design-build contract on Oct. 10 for a regional river-water treatment system to serve neighboring towns of Woodland and Davis, Calif.

Open book negotiations with CH2M Hill on its pricing basis for capital and O&M costs resulted in a contract award that is 25%, or $10.3 million, below the authority’s shadow bid of $151.5 million, according to consultants.
