Permitting delays and other setbacks with Spanish contractor Corsan-Corviam Construccion SA (CCC) have caused a further eight-month delay in its P3 project to upgrade I-69 near Bloomington, Indiana, says Standard & Poors, which downgraded the project bonds recently.
